Character-encoding update

Last night, I updated the character-encoding code to properly process more encodings.

This should fix a number of prominent non-U.S. sites that were previously being improperly parsed by Instapaper, such as Le Monde.

Thank you to every French user who reported that to me. (Also, considering how badly it was broken and how long I took to fix it, the emails were very nice and polite.)
